Subject: Storm “KOTO”
And cool to cold in Thailand

At 4.00 p.m. LST
(28 November 2025), severe tropical storm “KOTO” over the middle South China
Sea or at latitude 12.6 degrees north and longitude 112.6 degrees east with maximum sustained winds about 93 km/hr. This storm is moving
west-southwest slowly. This storm is expected to move near the coast of Vietnam
while the high-pressure system covers Vietnam and the upper South China Sea.
This storm will decline rapidly and not move to Thailand.
During 28–29 November 2025, the rather
strong high-pressure system from China covers upper Thailand, the upper South
and the South China Sea with cool to cold weather and strong winds. A slightly decrease
in temperature is forecast in the Northeast while a decrease in temperature by
1-2 °C is forecast in the North, the Central including Bangkok and its vicinity, the East and the
upper South. After that on 30 November, an increase in temperature is forecast in the upper country
and the upper South regions. On mountains top of the North and the Northeast,
cold to very cold and isolated frost are forecast. The minimum temperature of the North mountaintops is in range of 1-8 °C
while the Northeast ranges by 4-13 °C. People in the upper country and the upper
South should keep healthy due to the cool to cold weather and beware of fire
due to dry air and strong wind.
The moderate wind
and wave in the Gulf and the Andaman Sea offshore are expected about 2 meters high and
above 2 meters high in thundershowers. All ships should proceed with caution
and keep off thundershowers.
